Title: “Intensive and extensive margin effects of tuition fees in higher education” (co-authored by Jan Bietenbeck and Felix Weinhardt)

 

Abstract:

This paper exploits an unusual policy reform to estimates the causal effects of fees in higher education at the intensive and extensive margin for an entire country. In 2007, fees for university studies were introduced at a large number of German universities and, critically, also applied to students already enrolled at the time. This feature allows us to estimate causal effects of fees at the intensive margin, net of selection. We find that modest fees  have large and significant impacts on the duration of studies at the intensive margin. Combining these findings of effects on infra-marginal students with causal estimates on enrollment at the extensive margin, which are negative, we discuss new implications for policy.
