These often unknown actors are companies whose primary business is collecting personal information about consumers from a variety of sources and aggregating, analysing, and sharing that information.

In this paper, published in Oxford Economic Papers, Yiquan Gu from the University of Liverpool, Leonardo Madio from the Department of Economics and Management of the University of Padova and Carlo Reggiani from the University of Manchester, identify the incentives of DBs to share data in some markets and compete with others and how these relate to the nature of the data a DB has.
