In this paper, published in the Journal of Environmental Economics and Management, Bård Harstad (University of Oslo and the Frisch Centre), Francesco Lancia (Ca’ Foscari University) and Alessia Russo (Department of Economics and Management of the University of Padova) study the optimal self-enforcing agreement based on quantity mandates and price instruments in a repeated game between countries, whose domestic firms invest in green technology before consumers emit.
